Question about advertising. Do sidebar ads rotate position — i.e., from page bottom to top? If not, is it possible to request a top of the fold position?

Once every one to two weeks I rotate the ad at the top of the advertisers column to the bottom so that every ad gets the opportunity to be seen in a higher position.
One more question: can I track ad performance?
